To whom it may concern, Under the Pennsylvania Right-to-Know Law, 65 P.S. §67.901, I request a copy of the executed naming rights agreement between Pennsylvania State University and West Shore covering the naming of the University's field, including any exhibits, schedules, and amendments attached to or incorporated into that agreement. If more than one such agreement is in effect, I am asking for the version currently in force as of FY2026. Please let me know if any costs are expected to process this request, and about what they would be, before they are incurred, so I can narrow the request or approve the charge. Dear Austin, My office is in receipt of your document request dated July 27, 2026. This response is made on behalf of all The Pennsylvania State University's campuses and departments (the "University"). The relevant public disclosure law, which you cite, is Pennsylvania's Right-To-Know Law. However, the University is not a "Commonwealth Agency" or "Local Agency" as defined under Pennsylvania's Right-To-Know law. Under the Right-To-Know law, our records (other than specified records that we are required to publish) are not public records, and the University is not required to have a public records officer. The materials you seek, if they exist, are not public records available upon request as the University is not an "agency" from which records can be requested under Chapter 5 of the RTKL.
